Grade school stuff: A Pennsylvania Avenue resident told police someone is stealing her mail, Friday. She said the thief took the statement and left the empty envelope, and reminded police she has ongoing problems with a female who frequents the area and walks past her house yelling and screaming obscenities at her home, her and her juvenile daughter.

Gash: A pedestrian sustained a small cut to his elbow when he was struck by a vehicle while trying to cross Market Street, Friday. The motorist told police she was making a right from the 400 block of South Fourth Street. The pedestrian said he was in the cross walk starting across the street. Steubenville firefighters/EMS treated him at the scene and he refused to go to the hospital.

Glover, 24, 106 Mary Ann Place, Mingo Junction, no operator’s license; Dianna Welling, 50, 2623 Whitehaven Blvd., Steubenville, DUS; Robert Geary, 32, 790 County Road 28, Steubenville, no operator’s license and no brake lights.

Doesn’t add up: A male was found on the sidewalk in the rear of a building in the 400 block of North Sixth Street, unresponsive, Friday. A bystander administered sternum rubs while awaiting police, and when he woke up the man said he was tired. He denied being intoxicated or under the influence of drugs, claiming he’d just been released from jail and couldn’t sleep while he was there. He denied needing medical attention, but officers noted his speech was slurred and his pupils were pinpoints, he was unsteady on his feet and appeared very lethargic. He was told the property owner wanted him to leave and was advised of the consequences if he were found unresponsive in the roadway or on the sidewalk again.

Hands on: A North Sixth Avenue resident told police she thinks her son swiped her phone while she was napping and sent himself $200 from her Chime account, Friday. She said her son was visiting her and she’d left her phone unattended while she napped, and didn’t discover the two $100 transactions until later. Police suggested she secure her cellphone with a passcode.

Drugs: A Steubenville woman was taken into custody on drug charges after she was reportedly found unresponsive in an abandoned property in the 1400 block of Maryland Avenue, Saturday. Sasha Ely, 40, no fixed address, was booked into the county jail on charges of possession of drug abuse instruments and possession of drug paraphernalia, a hypodermic needle and a pink rubber tie-off tube. Police said a bystander administered nasal Narcan before Steubenville firefighters/EMS arrived on scene, and when they themselves arrived, firefigheters said Ely was responsive. Her companion told police she’d only been there a few minutes before she found Ely unresponsive and called for help, and eventually said she’d used heroin. Ely was given a drug treatment form.

Stay away: A Parkdale Road woman, who police said was intoxicated, complained that after her neighbors turned their car around in her driveway they complained about her dogs approaching his car, Saturday. She said she has two dogs, one a large breed she keeps chained outside and the other a small dog she keeps on a shock collar, and said she’s tired of them talking about her and her animals. Police spoke with the neighbor, who told them her boyfriend did turn his car around in the woman’s driveway and when he did, the woman opened the door and “released her two dogs while screaming and yelling and raging at them,” waking her children. She asked police to tell the drunk woman to stay off her property. Both were advised to stay off each other’s properties or risk being charged with criminal trespass. The dog owner also was advised her dogs need to be leashed or chained when they’re outside.

Tight-lipped: Police responded to reports of an active fight in the 200 block of South Sixth Street, Saturday. As they arrived they said there was a large group of people leaving the area, but, “nobody was willing to speak with us about the incident.”

Beacons: A Kendall Avenue resident said his across-the-street neighbors shined lights in his windows, Sunday. He said it’s been an ongoing issue and at one point, the neighbor yelled obscenities at him and told him to mind his own business.

Lucky break: Steubenville firefighters requested assistance with a possible overdose in the 700 block of South Street, Sunday. When a officer administered a sternum rub the woman regained her faculties and was able to speak with officers. She was able to stand under her own power and walk around and told police she “wanted us to leave,” so they did.

Head bump: Police were asked to check on a man who’d allegedly been robbed and had a head injury, but when they located him in the 200 block of South Fourth Street, he told them he’d been drinking, fell and struck his head, Saturday. He told them at some point he lost his wallet but wasn’t robbed.

Didn’t listen: Police were asked to find out why a juvenile was standing outside a van filled with adults in the parking lot outside Dick’s Sporting Goods, Saturday. The adults told them the juvenile had been fighting with his younger brother so they’d made him get out.

Walk this way: Callers reported a woman walking into traffic near the Smith Oil gas station on Bantam Ridge Road, Wintersville, Saturday. Erika Benitez, 22, 306 Bantam Ridge Road, was taken into custody after deputies discovered she had an outstanding warrant through Steubenville Municipal Court for failure to appear.

Brazen: An East Springfield resident discovered the catalytic converter was sheared off her 2008 Jeep Grand Cherokee, Saturday. The Jeep was parked in front of her home. She told deputies when she drove it a week ago it was working just fine. She has a home security system monitoring the area where the vehicle was parked.

Even up: A Martins Ferry couple needed deputies to help them retrieve two handguns and some ammunition they’d left with a former neighbor in Amsterdam for safekeeping and he’d refused to give back, Thursday. The man said he’d traded a pellet grill to the former neighbor for wood to build a chicken coop, then the former neighbor told him the wood was worth more than the grill so he was holding the firearms until he gave him the difference for the chicken coop. The former neighbor allegedly started harassing his wife and threatening to lie and get CPS to remove her children from their home. Deputies spoke with the former neighbor, who told them the wood was worth about $250 more than the grill and claimed the man had offered him the guns as payment for the rest of the money owed, but he didn’t have any paperwork to prove the guns had been transferred. He claimed several times he was a retired police officer and would take a polygraph to prove the man had given him the guns, but deputies reminded him a polygraph is inadmissible in court and documents transferring ownership of guns are supposed to be turned over when the guns are. He agreed to return the guns and seek recourse via the courts. In the meantime, the two met at the Jefferson County Justice Center for a gun swap.
